Vector IoU
Intersection over Union between two polygon sets — the evaluation primitive for SAR4Wildfire (Ban & Zhang 2020) and any perimeter-vs-reference benchmark (MTBS, NBAC, EFFIS, validation polygons). Clean polygons in, scalar f64 out.
