PEP725 — Pan European Phenology Project

Pan-European ground-observed phenological database, the third pillar of the global phenology CalVal triad alongside USA-NPN (US national) and RitmeNatura+FenoCat (Catalonia regional). Successor to COST Action 725 (2004-2009); operational since 2010. Hosted by GeoSphere Austria (formerly ZAMG, merged with Geological Survey of Austria 2023-01-01) as a formal EUMETNET Climate Programme module — i.e., a cooperative initiative of European national meteorological services. 27 national met services + 7 phenology network operators contribute. >13 million observations across ~265 plant species and 46 BBCH-coded phenophases, 30+ countries, archival baseline reaching 1868. Real-time monitoring sub-module covers AT/DE/SE/CH only; bulk database is annual NMS deposits. BBCH harmonization across all contributors is best-in-class and the structural reason PEP725 outperforms USA-NPN on metadata interoperability — but underperforms on license openness (custom Data Use Policy; commercial use and redistribution to third parties require written PEP725 Management consent — hard gate on Folia mirror plans). Not in GBIF; not DwC-shaped (phenological event, not occurrence). Politically and structurally stable: EUMETNET module status + GeoSphere Austria federal hosting + Jan 2026 New Phytologist 15-year retrospective paper (Templ et al., doi:10.1111/nph.70869) signals institutional commitment renewal.
